The more runes that are formed the higher the attack power and the user can choose to transform them into whatever they want to suit their needs. The Heavenly Emperor could control 999 runes which could compete with High Rank Saint Artifacts.
After bought Vajra Spirit Breaking Liquid from Great Thousand Palace, Mu Chen used the Liquid on his Divine Immortal Runes. It could practically unleash the might similar to a genuine Peerless Saint Artifact. Furthermore, due to the transforming properties of the Divine Immortal Runes, he could use them to attack and defend. It’s equivalent to owning a Peerless Divine Artifact that could transform.
